Only 15 of the 33 boroughs have published a listed-building layer to the national register. That is a gap in the register, not in the designations: a borough returning nothing still has listed buildings, and Historic England's list remains the authoritative source for any single address.

Listed building consent is separate from planning permission and is required for internal alterations as well as external ones. Carrying out work to a listed building without consent is a criminal offence, not a planning breach, which is why the certificate route above exists at all.
