Measured surveys throughout the Royal Borough: plans, elevations and sections drawn to a three-millimetre tolerance. Capture is by Leica Disto and BLK360 point cloud, and the drawings arrive as AutoCAD and Revit files. MCIAT chartered.
Because almost every address is designated. The borough holds 2,609 listed buildings and 41 conservation areas covering 919 hectares, and it withdrew 20.3% of applications before decision — the highest rate in London. A survey that misreads a party wall or a floor level is expensive here.

In Kensington and Chelsea — Grand white stucco Regency and Victorian terraces; red-brick Queen Anne mansions in Kensington; Edwardian mansion blocks; almost no post-war housing stock for the most part — a measured building survey package is the full measured-survey-to-submission drawing set Royal Borough of Kensington and Chelsea needs in order to determine an application: existing and proposed plans, elevations and sections at 1:100 and 1:50, a location and site plan, and the supporting statements the case officer asks for.

Measured surveys across Kensington and Chelsea — floor plans, elevations and sections to ±3mm accuracy. Leica Disto laser + BLK360 point-cloud scanning, AutoCAD and Revit deliverables, MCIAT chartered.
Housing stock in Kensington and Chelsea: Grand white stucco Regency and Victorian terraces; red-brick Queen Anne mansions in Kensington; Edwardian mansion blocks; almost no post-war housing stock.
Character: Internationally wealthy residents; extensive listed building coverage; heritage and streetscape prioritised in every decision.
Article 4: the borough runs Article 4 Directions over houses in multiple occupation, office-to-residential conversion and basement work. Combined with the basement policy, that gives RBKC the tightest subterranean regime of any London authority.
Basement policy: RBKC's 2015 policy holds a residential basement to one storey, restricts the excavation to half the garden, and treats double-storey schemes as unacceptable in residential streets. Survey the existing lower ground floor accurately before anyone starts cutting a section through it.
A chartered technologist comes to the property with a Leica Disto and a BLK360 scanner. A two- or three-bedroom terrace is normally captured inside 90 minutes, stucco frontages and all.
Drawn up in AutoCAD or Revit, at 1:50 or 1:100 as the job requires, to a three-millimetre tolerance. Rooms, openings, fittings and visible services are all annotated rather than implied.
All four elevations, plus cross-sections cut through the building. RBKC determined 1,533 listed building consents for alteration or extension between April 2023 and March 2026 and granted 1,401 of them; the applications that struggle are usually the ones drawn without a section. The same drawings then carry a party wall award and the structural design.
The BLK360 leaves a full 3D point cloud behind it, which is what period fabric demands. Of the 89,250 homes the VOA counted in the Royal Borough in March 2025, 62.6% were already standing before the twentieth century began — close to two in three. That is where scanning earns its keep, along with listed buildings and anything geometrically awkward.
Four formats leave with the job: DWG, RVT, PDF and IFC. Nobody downstream has to convert anything — not your architect, not the structural engineer sizing steels, not the contractor pricing the work.
Every delivery carries an accuracy statement written to RICS convention: three millimetres between any two points, five millimetres worst case across the whole building. Councils accept it, insurers accept it, and so does the party wall surveyor who has to schedule a neighbour's condition off your drawings.

Single planning or regs submission.
Planning + building regs + structural.
Listed, conservation, complex sites.
Move the controls for an indicative figure. It anchors your budget — it is not a quote. Every project is priced after a free survey.
Build costs are separate and quoted by your contractor. See our published fees.
Below: each postcode district we draw in across the Royal Borough, the housing that dominates it, and which council validates the work at that address. The fees listed are statutory England rates for 2026, not our survey prices.
| Postcode | Area | Dominant stock | What it means for a measured building survey |
|---|---|---|---|
| SW1X | Knightsbridge / Belgravia | Regency stucco terraces, listed buildings | Knightsbridge / Belgravia is split at SW1X. Either Westminster City Council or RBKC Planning can determine a measured building survey here, so the SW1X address is checked against both policies maps first. |
| W14 | West Kensington / Barons Court | Victorian and Edwardian villas | W14 divides West Kensington and Barons Court between two authorities. A measured building survey there may be determined by Hammersmith & Fulham Council or by RBKC Planning, so the first thing we do with a W14 address is test it against both policies maps. |
| SW3 | Chelsea / Brompton | Georgian and Victorian terraces, listed buildings | A measured building survey at an SW3 address in Chelsea / Brompton is determined by RBKC Planning under its own Local Plan policies for Chelsea / Brompton. |
| SW5 | Earl's Court | Stucco terraces, Edwardian mansion blocks | A measured building survey at an SW5 address in Earl's Court is determined by RBKC Planning under its own Local Plan policies for Earl's Court. |
| SW7 | South Kensington / Knightsbridge | Stucco terraces, mansion blocks, listed buildings | South Kensington / Knightsbridge is split at SW7. Either RBKC Planning or Westminster City Council can determine a measured building survey here, so the SW7 address is checked against both policies maps first. |
| SW10 | West Brompton / World's End | Georgian and Victorian terraces, listed buildings | SW10 runs across the boundary at West Brompton and World's End, which means a measured building survey in that district lands with RBKC Planning on some streets and with Hammersmith & Fulham Council on others. The SW10 policies map settles it street by street. |
| W8 | Kensington | Stucco terraces, listed buildings | Kensington sits wholly inside W8, so RBKC Planning validates every measured building survey submitted from an W8 address. |
| W10 | North Kensington / Ladbroke Grove | Victorian terraces, post-war estates | North Kensington / Ladbroke Grove sits wholly inside W10, so RBKC Planning validates every measured building survey submitted from an W10 address. |
Plot depth, wall build-up and the pitch of the roof all shift every few streets here, and each shift alters what a survey can realistically deliver at a given address. A related figure worth knowing: RBKC settles 90.0% of its application decisions under delegated powers, against 97.0% across London, so a much larger share of what comes in ends up argued at committee rather than closed out by an officer.
Kensington and Chelsea conservation designations: there are 38 across RBKC Planning, Chelsea, Notting Hill, Holland Park among them. Designation costs a Kensington and Chelsea owner the permitted-development route: a measured building survey then needs a £548 householder application over 8 weeks, in place of the £249 prior approval route that takes 6 weeks. Earls Court is the Kensington and Chelsea designation that most often changes a measured building survey design.
What Article 4 removes near Kensington and Chelsea: Article 4 Directions covering HMOs, office-to-residential, and basement developments — RBKC has some of the strictest basement policies in London. Before pricing a measured building survey we check whether the SW3 address is inside the mapped area, because RBKC Planning draws the Kensington and Chelsea boundary street by street rather than across the whole of Kensington and Chelsea.
Kensington and Chelsea below-ground policy: RBKC's basement policy (post-2015) limits to single-storey under 50% of garden area; double-storey basements effectively prohibited in residential streets. Any measured building survey in Kensington and Chelsea that goes below existing foundations triggers two months notice under section 6 of the Party Wall etc. Act 1996, and RBKC Planning will want the SW3 ground and groundwater position set out.
What Kensington and Chelsea is built from: Grand white stucco Regency and Victorian terraces; red-brick Queen Anne mansions in Kensington; Edwardian mansion blocks; almost no post-war housing stock. Internationally wealthy residents; extensive listed building coverage; heritage and streetscape prioritised in every decision. That mix decides the measured building survey route in Kensington and Chelsea more than the postcode does, and it is what a RBKC Planning case officer reads first. A householder application costs £548 paid to RBKC Planning direct, with 8 weeks to a decision once validated.

Straight answers to what homeowners in the Royal Borough ask us most often about measured building surveys — including, regularly, what happens when the council notices a discrepancy between the approved drawings and the building.
Start a free quote →Fee follows property size and complexity here, never a clock. Take a two-bedroom terrace as the baseline. A three-bedroom semi steps up from it; so does a four-bedroom detached property; so does a flat conversion. Larger houses and listed buildings get quoted individually. Floor plans, elevations and sections sit inside every quote we give. See our fees.
Reckon on an hour to two hours inside the building, depending how much of it there is. Drawings follow within 5 working days. Where a deadline is tighter than that, we run a 48-hour service across the borough for a modest premium.
We deliver ±3mm point-to-point accuracy using a Leica Disto X3 laser and BLK360 3D scanner. Drawings are RICS-compliant and accepted by RBKC Planning planning, Building Control, structural engineers and party wall surveyors across Kensington and Chelsea.

Yes — every Kensington and Chelsea planning application needs accurate existing drawings. RBKC Planning validation officers reject submissions where existing plans don't match the proposed scheme. A measured survey is the foundation of any reliable planning or building regulations application.
We cover all Kensington and Chelsea postcodes — SW1, SW3, SW5, SW7, SW10, W8, W10, W11, W14 — and adjacent boroughs. Survey appointments within 3 working days, no travel charges within Greater London.

RBKC polices what gets built more than it polices what gets applied for. Its returns to MHCLG record 52 enforcement notices, 41 planning contravention notices and 25 breach-of-condition notices over the three years to March 2026. That last category is the one a survey speaks to directly: a breach-of-condition notice is served when the thing on site stops matching the drawings that were approved. One chartered team covers every service behind those drawings here. Source: MHCLG live planning statistics
