Which council decides your Essex application?

Twelve district and borough councils cover the shire county — Basildon, Braintree, Brentwood, Castle Point, Chelmsford, Colchester, Epping Forest, Harlow, Maldon, Rochford, Tendring and Uttlesford — alongside two unitary authorities, Southend-on-Sea and Thurrock, which are administratively separate from Essex County Council. Fourteen planning authorities in total, each with its own Local Plan and validation list.

Householder fees are national and identical throughout: £258 for an extension or loft, £129 for a Lawful Development Certificate, £578 for a new dwelling. The variation is in local policy and in how quickly an application is registered.

What is the Epping Forest habitat contribution?

Epping Forest is a Special Area of Conservation, and development that increases the resident population within its zone of influence is treated as adding recreational pressure to a protected habitat. Councils across Epping Forest district and neighbouring authorities therefore seek a mitigation contribution on schemes that create additional bedrooms or dwellings within that zone.

For a householder extension the contribution is modest or absent; for a new dwelling or a conversion creating additional units it is a real budget line, calculated per dwelling by the authority. It is separate from the planning application fee and from the Community Infrastructure Levy, and it is the item most commonly missed when a project is priced from a London frame of reference.

Alongside it, the Metropolitan Green Belt covers most of Epping Forest district and large parts of Brentwood, Basildon and Castle Point. There, as in Surrey, an extension is judged against whether it is a disproportionate addition to the original dwelling. Buckhurst Hill, Chigwell and Loughton combine Green Belt, conservation areas along the Victorian villa streets, and the habitat zone in a single postcode.
