Which East London boroughs do we cover?

Seven boroughs, and the contrast across them is the widest in London. A Hackney project is usually a flat conversion or a mansard in a conservation area with an Article 4 direction attached. A Havering project twelve miles east is usually a hip-to-gable loft on a 1930s semi that needs nothing more than a £129 certificate.

How does inner east differ from outer east London?

Hackney and Tower Hamlets are among the most heavily designated authorities in the country. Between them they hold dozens of conservation areas covering the Georgian terraces of Spitalfields and the early Victorian streets of De Beauvoir, London Fields and Clapton, and both operate Article 4 directions that remove permitted development rights for roof alterations and front-elevation changes across defined areas.

A second inner-east factor is tenure. Much of the housing stock is flats and maisonettes rather than houses, either purpose-built or converted. Flats have no permitted development rights whatsoever, so every alteration is a full application at £258, and a leasehold or shared-freehold property also needs the correct ownership certificate and notice served on the freeholder — a routine cause of invalidation.

Waltham Forest sits on the boundary, with Article 4 controls across parts of Walthamstow and Leyton. Beyond it, Redbridge, Havering and Barking and Dagenham are dominated by interwar and early post-war semi-detached and terraced housing on generous plots, where the 40 and 50 cubic metre loft allowances and the 3 metre rear extension depth are genuinely available and the prior approval route to 6 metres is worth using.

What constraints are specific to East London?

  • Epping Forest habitat mitigation — development creating additional bedrooms within the zone of influence around Epping Forest, which reaches into Waltham Forest and Redbridge, can attract a recreational-pressure contribution alongside the normal application.
  • Thames and Lea Valley flood zones — substantial parts of Newham, Barking and Dagenham and the Lea corridor through Hackney sit in Flood Zone 2 or 3, requiring a flood risk assessment and constraining floor levels.
  • Opportunity areas and tall-building policy — Newham, Tower Hamlets and Barking Riverside carry regeneration designations that change what is acceptable on larger sites and can add consultation requirements.
  • Flats and conversions — no permitted development rights, freeholder consent needed in parallel with planning, and often a party wall award covering work between units.

Which boroughs count as East London?

Can I convert the loft on my Hackney flat?

You will need a full planning application at £258, because flats and maisonettes have no permitted development rights. You will also need freeholder consent in parallel, and the correct ownership certificate on the application — Certificate B with notice served, not Certificate A.

Is permitted development available in outer East London?

Generally yes. Redbridge, Havering and Barking and Dagenham are dominated by interwar semi-detached and terraced houses outside designated areas, where the 40 and 50 cubic metre loft allowances and the 3 metre rear extension depth apply, and the prior approval route extends that to 6 metres.

What is the Epping Forest contribution?

A habitat mitigation payment sought on development that adds bedrooms within the zone of influence around Epping Forest, which reaches into Waltham Forest and Redbridge. It is separate from the application fee and is calculated by the council on a per-dwelling basis.

How long do East London applications take?

Eight weeks from validation for a householder application, plus one to three weeks for registration. Hackney and Tower Hamlets carry high caseloads, so allow the longer end of that range when planning a build programme.
